The VW/Audi diesel scandal appears to be a huge business and industrial fraud with an extremely well elaborated preplanning, and NOT AT ALL "A SYSTEM FAILURE" as said by the Germans representatives of VW!
Specific orders and instructions and special funds dedicated to this purpose should be necessary for the design section (of software) of the VW industry, in order to "achieve" something like this... And it is not at all an "achievement" easily made because of lack of supervision, because of organisational and control failure or... whatever... It is not a bypass of regulations designed by a naughty "patent-maker" amateur-engineer of the neighborhood... who works at his backyard!
It is revealed that:
"The system of the Germans focused on the responds of the steering wheel. When the wheel was completely stable (immobile), as it is during exhaust measurements at stable installations, the system detected it and entered in a "low emissions" configuration. When the steering wheel was moving, as in normal use, the engine was set by the system to its regular far from "low emissions" configuration" (!!!)
